Abstract

Computer literacy is essential to accessing technology mediated learning, but more important than this is the educational benefit it provides. This paper reviews the role it plays in learning, academic achievement, inclusion and employment. A focused narrative review combines scientific studies from 2022 and 2023 with UNESCO Institute for Statistics recommendations from 2025. The analysis highlights the differences between operational computer competency and digital competence, and combines the results of the studies related to achievement, collaboration, information evaluation, and inclusion. A published meta-analysis has found a positive correlation between digital literacy and university academic performance but this is not a definitive causal link between computer training and increased academic achievement. The synthesis indicates that computer literacy is an enabling capability and the value of computer literacy is dependent on the nature of the instructional design, meaningful access to the computer, learner support, and the critical information practices. Some significant constraints are the overlap with computer literacy, limited evidence base and the predominance of higher education-based studies. The paper calls for curriculum-integrated instruction, real assessment instead of paper assessment, learning environments that are accessible, and ongoing educator development. Education effectiveness should be studied using other research design such as longitudinal design or experimental design and the technical competence and broader literacies should be distinguished.
